IH 300 Utility PTO not spinning

I have an IH 300 Utility, I just recently replaced the torque amplifier and got the tractor back up and running. I noticed once I put my brush hog on that the PTO shaft does not spin in any gear or neutral, no matter if it's engaged or disengaged. I am hoping i do not have to split the tractor again.

I also have an issue with my 5th gear, if I put the shifter in 5th gear it will cause the tractot to not run in any gear and when in neutral is moving forward.
 
If you have an IPTO with lever on the right, the drive gears for it are in the same area as the TA
system. Shown in the diagram. There is also a possibility that the seasonal disconnect is not coupled.
(also in the diagram) Some 300 U had that feature.
It could be as simple as a key sheared on the PTO drive shaft.
The 5th gear issue may be connected to the PTO issue if the trans input shaft is not correctly
positioned. Jim

I finally got the PTO to engage but I had to spin the shaft around till it got into a certain position than the lever would finally go up. Also the lever is ok the left side of the tractor. I know there is still something wrong with it.
 
For the 5th gear, even if the PTO is disengaged it could still lead to being the PTO issue? Could it have something to do with the allignment under the shifter?
 
To get the PTO in gear, pull up on the control, and feather the clutch out till it snaps up. The in out
mechanism is a dog clutch, and has only two places to actually engage.
The 5th gear issue could be the shifter lever being out of the rail slots, or a bent 4th/5th shifting
fork. Pulling the lever out may be the answer. Jim
