I have rebuilt the touch control and the pump and operated the system many times with the fill plug out and all I can
get is the system tries to raise but will not. If I assist it up by hand it will stay up. any suggestions as to the
problem area? I am a new old farmall owner. I had a thin oil in it at first and replaced it with sae30 same resilts.
 
A pressure gauge will tell you for sure whether the problem is in the pump or control box, but it sounds like to me you need to take the pump apart again and make sure you have the parts in correctly. The first time I rebuilt a cub pump I put #12 in the parts diagram in backwards. I had similar symptoms to what you are describing.
