Can the stock governor be changed to a variable speed governor so the engine can be used in off-road vehicles? Can the dual-mass and solid flywheels be interchanged without messing up the balance? I thought IH used external balancing in the 304 and wasn't sure if these engines were in that category.Thanks, Fritz
 
If you have the Stanadyne pump a variable speed governor could be installed with some creative parts engineering as the housing is not set up for that as is. I did that for a friend awhile back on an Olds 5.7 pump that he installed in a Ford Major.
 
I replaced the dual-mass with the solid flywheel in a Ford with the 7.3 back in 98 never had any problems, hope this will help you.

Thanks, Guys... I have many of these engines laying around, saved after the trucks disintegrated. The stock governor is fine for half- throttle, light load stuff like topsoil shredders, but I have an engine-less 706 I would like to re-power if I could find a decent governor.
