Thank you everyone for your input and help, I really appreciate it! Sorry it's taken so long to reply, but I haven't had much time to work on the tractor.

I got the oil changed, but I'm not sure where to look to adjust the clutch or look at the PTO part of the clutch to see if it's doing anything at all.

I also had a few other questions:

Does anyone still have their original tool box mounted below the left hand side of the seat on the fender? If you do can you post pictures of it? Mine is all rusted out
in that area and the tool box is gone - I was thinking I could find a new similar one to put in if I had a general idea of the dimensions and what it used to look like.

Does anyone have any other tips or information on the tractor? Like anything else I should replace such as spark plugs, air filter, etc or if it has any grease fittings
that should be greased before using it.

Would it be worth it to try and find a service manual and parts catalog so I can follow those while looking at some of these parts and trying to find some replacement
things like lights, knobs, etc?

The serial number and other info are pretty worn off and unreadable for the most part - Is there a safe way to get it back to looking new and readable without losing
what's there or having to replace it?

Here's more information on the PTO issue I was asking about - I didn't realize the old thread had been archived.

The PTO can't be engaged while the tractor is on. You can only engage it if the tractor is off, but if you have a bush hog on (or other 3 point equipment) you can disengage the PTO while the engine is on. Also, when you press the clutch while the PTO is on it still spins and never slows or stops.
 
If it has dual clutch check if pto clutch is
released went clutch pedal push all way
down.there are 3 bolts with locknut to
adjust pto clutch.need about 70 thousand
clearance between front bolts and plate went
cluth is released.had same problem on ih 384

How do you measure it? From the foot rest pad to the top of the clutch pedal?

There's a screw in the middle on the side of the clutch pedal (to the right of the ignition safety button for the clutch) - is that where it should be adjusted?
 
3 bolts are on pressure plate. Watch the movement of pressure plate while someone depress clutch pedal.
