IH 656 Motor Work

Hey guys! Working on a 656 hydro for a friend. I was told it's fowling plugs, and low on power. Plugs are pictured, is what I'm seeing oil coking? I would guess bad valve seals... Secondly, did a compression test and have 150-155 on 4 cylinders and 0 on 2. Guessing blown head gasket just like the post about the 706 a few days ago. Assuming having the head reworked/milled flat with a valve job? Obviously I will inspect internals once opened up to see if I need to tear down further.

Anything I'm forgetting?

Also, I don't have an IT manual for a 656, but do have one for a 560. They both use a C-263...Will engine clearances and torque specs be the same? Thanks!
 
Yep it will work nothing changes for the most part , but ing. timing is different between the two and THAT is critical and i can not give you that this evening as my books are out in the truck and my boots are off.
