IH 504 utility (not enough clutch)

Just rebuilt an IH 504 utility. New clutch parts & bearing carrier were installed. After setting the clutch adjustment to the manual prescribed sets, I find I do not have enough push to open to engage the clutch.
I assume the pressure plate comes adjusted. I installed it as it was, but noticed the pressure arms were almost flat when bolted on tight.
I noticed that the woodruff keys on the fork actuator arm shaft were out and I put them back in place. Thus the fork that works the throw-out bearing can only be in one position? Could I take the woodruff keys out and readjust the fork position without the woodruff keys?
 
I have a 544 that has always been a loader tractor, so it has worn out many clutches. As a result, the flywheel has been "turned" many times as well. Because the flywheel has been relief turned so many times I have to adjust the release levers outward toward the release bearing when I replace the clutch or I experience the same problem that you have.
 
The clutch comes compressed with three bolts from back to front in the pressure plate. If they are still in place that is your
issue. If the pressure plate is in backwards that is your issue. Jim
 
If it has the bolts that others here mentioned,they are usually painted yellow.You should be able to see and remove them from the hand hole underneath. Mark

No I did not. Ugh! and I bet I have split the tractor again to do that. Through the inspection plate won't work will it.
 
Just came back from work in Alaska. Through the inspection port, I was able to remove the 3 yellow painted nuts from the clutch pressure plate. The bolts within the nuts (have a slotted screwdriver head on them)came out with the nuts. Now the 3 spring fingers are retracted all the way back away from the throw-out bearing and the situation is worse yet? Am I supposed to screw the bolts back into the three spring fingers to move them out toward the throw-out bearing? It seems so. I would assume the bolts should be screwed in far enough to provide the required 1/8" space between the spring fingers and the throw-out bearing.
