Farmall 656 Starter

I am having a problem with the ignition system on my diesel 656. When I tried to start it last, I hooked the battery up, and the engine started turning over until I unhooked the battery. The key was off, and I wasn't pushing the start button. I've unhooked both the key and the push button to see if there was a short in either one, but the engine continues to turn over when I hook the battery up. It worked fine not to long ago, so something went bad while it was sitting. Does this sound like a starter or solenoid problem? Thanks for the help.
 
The starter drive has a snap ring and outer retainer that holds it on the armature shaft. This ring
and stop retainer is what takes the force of the twisted grooves that force the drive to push
forward into the flywheel. If this fails it will cause this problem as well. Because the solenoid
engagement fork is being held in a position that forces the solenoid to make contact because it
can't return to the open position.
