Got a project cub the other day. Engine is
partially took apart. Head is off and oil
pan is off. Block is still together though
with valves, pistons, etc. I'm going to put
a set of rings in just because it's already
apart. How do I know if it needs a valve
job or not?

I have rebuilt several of them. Just about everyone needed a valve regrind.. I would pull the engine out and take it to the machine shop and have them check the crank too.
Also, Don't forget to change the front seal on the crank.

Assuming the seats are bad and the block needs no other machine work, there are a couple options you may want to explore. First, see if there are any machine shops (or an individual) that would bring the seat grinding stuff to your location. This would cost more than if you took the block to them, but what is your time worth? Another possibility would be to call a lawnmower shop and ask them if they have a Neway valve seat cutter for Briggs & Stratton engines, which would have sufficient range to do the valve seats in a Cub, and see if they would come to your place. That would probably be the better choice, since lawnmower people make service calls anyway, more so than a machine shop might.

Well so far looks as if I need to do it no matter what. As far taking the motor to the shop that's not a problem. The tractor is disassembled enough that taking the motor off is just about a 30 minute job or a little more. It don't have hydraulics so just that much less to mess with.
