Anyone else have International front wheel assist?

Hello, I have an International 1486 FWA by ellwood. The drive shaft turns all the time, when it is engaged or not. Is this the way it is suppose to be or am I not engaging it properly? There is a small handle on the left front floorboard. Up is out, down engaged. I doesn't seem to move very far. Just wondering if the drive shaft is suppose to turn all the time, Thanks
 
The drive shaft will turn all the time. Front end engaged or not. The drive shaft is hooked to the ring gear & pinion. When ever the front wheels turn the drive shaft will turn.
 

I am going to say the shaft will turn no matter what, the hubs turn the shaft when the wheels turn.
 
The only disconnect is in the gearbox on the left side of the transmission housing. You can follow the lever connection down to the gearbox, and see that there is nothing running to the front end to actuate any disconnect up there. It does not have lockout hubs or anything like that to keep the driveshaft from turning either.
