1949 cub governor

I have a 1949 cub that I traded for. I don't know any thing about. It runs nice and smooth, But the governor will not kick in. It has new carb,and rebuilt governor.Does anyone have any ideas.
 
With the engine off, disconnect the carb from the governor link. Put the throttle hand lever in full speed position. The governor to carb lever will now
be all the way in its travel. adjust the length of this linkage rod so it is just able to push the carb lever all the way open, no slack. Jim
 
OK Thanks I will give it a try. Is that the only adjustment that I can make? I've never worked on tractors much. But the guy I got it off of seemed to have had a lot of thing out of adjustment.
 
No, but I don't recommend internal speed adjustments without experience. Make sure the hand lever is moving the governor input lever it is attached to
through its full range. (not the same lever as the one moving the carb lever!) Jim
 
Make sure there is no play in the rockshaft that connects to the carburetor. Pay special attention to where that shaft connects into the
governor. It is a keyed shaft. Often times there is even the smallest bit of slop in there that will related to more than the total
throttle movement at the carburetor. I fixed mine by coating the shaft with locktite and installing it in the governor. Once that setup, it
solved all the motion play in that shaft and then I just had to adjust the carb as described blow and all was fine then.
