460 hyd and pwr steering problems

The 460 I'm working on has great hydralics and power steering as long as the front of the tractor is sitting down hill however when the tractor sits level both steering and hydralics are poor and sounds like the pump cavitates when raising the fast hitch or operating any of the leavers. It is full hydralic oil and even a little over full and was told by the owner that the filter was changed recently, any ideas what to do to fix this?
 
In my IT book on a 460-560 it describes a o-ring between the T/A section and the rear end that sometimes goes bad. Double checking the filter and checking to see if there might be water in the rear end should be checked first because the only way to get at the o-ring is by splitting the tractor. Never had one go out so I can't say for sure.

I just read some more in the IT manual and it also stated to make sure the gasket between the sections was not blocking the holes between the rear end and the clutch section. Maybe some one did a T/A job and covered the holes to the cavity the pump picks oil up from.
