I would pull the cover the seal is in and replace both the seal and gasket - couldn't be easier. If you get a number off the seal you can get it at Napa or anyone of a number of places selling IH parts, include
CaseIH.

If it's a M, 501 to 27,999 it will be a 48 952 DA that the power take off housing gasket, and could easily be made. But if it's 27,999 to 59,956 then it has a rubber O ring, Number 59 385 D . What we would call a gasket for this PTO, they call it a Power Take - Off Shim 59-576 D or for the heavy duty 59 377 D and there are some felt washers in this one too. If it's a 59957 or higher then it has 3 places it can leak, there so many part number there , i couldnt get them all on this page, If u can find a IHC dealer with parts book, would be easier..But the tough part of that job is getting, the pto shaft to jab it into the drive coupler, which is about 36 inches inside the tractor. i took me about 2 hours of trying, but did get it with out taking the top cover off.

Shove about 3 foot of pipe on the back of the pto shaft so you got something to hang on to.

You do not have to remove the complete pto. Just remove the bolts that hold the seal and pull it off. Easy as pie.

I know that, I was responding to the post above me, he had the whole shaft out.
