1066 Steering Problem

Hello all. I have a 1066 that a customer brought to me for weak brakes, hard steering and the TA shifted sluggish. The lube light was blinking so I hooked my gauge to it and it only had 2psi. Got a rebuild kit and a new pump. Cleaned mcv and all components inside thoroughly and installed back on the tractor. Ran the tractor and now the brakes and TA work great, but the steering is still hard. Any suggestions on where to turn next? I followed the diagnostic tree in the shop manual and everything checked fine. Any help on this matter would be greatly appreciated.
 
Did you check the spring free length on each spring in the MCV ?? is the regulator valve sliding free and like the other poster said did you check the ft end for any binding . What about the flow control valve . , Did you run a flow rate ?? i do not just go on pressure readings alone i like to run flow tests.
