140 farmall right wheel brake pedal is seized

bought a 140 farmall. right wheel brake has rusted in the socket. added grease, penetrating oil, etc., still seized. i can move the pedal with the help of a iron bar. 3 small bolts are holding the brake pedal to the floor board. they are rusted also. thinking about using heat. what would you do?
 
I would reove the three blts holdng the pedal assy then the linkage and remove it from the tractor to get it working again BTDT. You will need to spray that pin going to the brake rod to get it free. I have a small vicegrip to hook onto the head of that pin but you can get it loose time and patience. When you getit apart i would look over the brake lock asy real good it mite need some work also
