Power steering on IH 300 utility

I have added two factory hydraulic controls to my IH 300 utility. The power steering will only work now when one of the three control valves are activated. I was not able to obtain the "front valve assembly tube", just a metal tube with flaired ends so I used a 3/8 inch hydraulic tube, likely a smaller diameter than the tube because of the pressed fittings. but other than that the installation was according to the service manual. Any ideas would be appreciated.

If the regulator and safety (demand driven) pilot valve is stuck the system will not go to pressure. I would start there. Jim

Jim, I believe there is an orifice in that priority valve that can plug up causing problems as well, isn't there?
