The digit after the "R" increases by 1 each time the part is updated. The change is backward compatible to the prior version, otherwise the whole part number would have changed. Earlier revisions are not generally compatible to replace the later ones.
 
From 1 to 2 is a different of 1. LOL!! Just couldn't help joking around. I have been told that R1 was the first production and all others proceeded , but this may not be correct. Hopefully we can both learn something.
 
Jim if you have a tractor with R2 parts , would you
replace with only R2 or will 1-99 work as well?

Those are actually part numbers, the R means Revision I believe, a slight change or improvement in the part from the previous revision number, yet still interchangeable.
 
Virtually all engineering centers operate under the rule that for a part to simply be revised instead of being replaced by a totally new number all versions of the part need to be forward and backwards compatible. It causes immeasurable grief in production and for service parts if this compatibility rule is violated. In this case you can regard everything to the left of the R as the part number and the number to the right as the revision level so as long as the left side is the same the part should work.
 
That's a rear wheel casting # for a 2.5 diameter axle on a F-300 for double bevel rims. On those sometimes you can see the change and sometimes not. On wheels metal was usually made a little thicker at places or metal makeup changed slightly. IH put out bulletins on some changes, but without those some changes are just a guess. Not sure what the change was from R1 to R2 on the wheels. Never saw a R3 but saw a reference to it in something. If it was ever used it was a very short time. 363019R1 and R2 wheels had the wheel made in one piece with part going in the axle keyway part of the wheel. After R2 or R3 at serial number 25891 IH changed the complete number on the wheel to 364698R1. Wheel had a keyway cut in hub and a steel key went in that keyway and axle keyway. If you needed a replacement wheel from IH in 1957 for 363019 you would probably get 364698R1. On into F-460 builds you may have received a 364698R2 wheel as a replacement.
 
For piece parts, the digit after the R could run from 1 to 8. If your tractor was originally built with a R2 part, any of the R3 through R8 parts can be used. The R1 part MAY fit but MAY NOT. For example, say a brace got added to a fender on a later model. To add the brace, a boss with a tapped hole was added to a housing. The housing number would advance from R1 to R2. If you have a tractor without the brace, you can use the R2 housing and the hole goes unused. If you have a tractor with the R2 housing and brace, you can't use the R1 housing as there is no place to attach the brace.

Two digit numbers after the R have to do with assemblies of parts and get more complicated. For example, a hood might be an R1 number while the same hood with the hold down clips might be the same number with an R11.

The letter "R" has nothing to do with the word "revision". It was simply an as-yet unused letter when they started a new part number series. The same revision rules apply to the digits after the "C" in the C series part numbers.
