Main bearings on super-C

Hello Everyone.
I'm in the process of rebuilding the engine out of my 54 super C and I have a few questions about the crankshaft install I hope you guys can help me with.
1st question is around the bolt locks that I'm guessing are original to the engine. Do I need to reuse them? I've built a few engines (mostly cars) and I've never used this style of retainer before. I think that when sufficiently torqued the stretch of the bolt should keep it from turning but there may be another reason on these engines for the locking mechanism. The reason I want to get rid of them is they seem to move the main caps when torquing the bolts as they twist slightly and push on the caps as torque is applied.
This leads to the second question. Should the main caps be able to move around as much as mine seem to do? The 1st and second cap slide back and forth a lot in my opinion. I'm used to caps that are a little more stationary. Are the bolts supposed to have a shoulder that helps to center them up? Mine look like normal grade 8 bolts with no machined shoulder.
Third question. If the bolts are correct how should I set the main caps? I have the #1 and #2 cap centered up on the journal by eye (I could use feeler gauges to get them exact but I currently haven't locked anything in place) and I have the #3 cap flush with the back of the block currently.
I'm trying to avoid some future issues by getting this right the first time and I look forward to your responses.
