1946 super h hydraulic question

I just got a 46 super H and am wondering if the two pipe fittings that come out of left side of tractor are hydraulic lines? Also the throttle does not work, i have taken off the covers of the assembly on the front of tractor but seems like all is good, and moves when i push or pull throttle lever? I am new to the tractor thing so any advice would be great!
 
Post pics, they didn't make a super h in 46. Super h wasn't built until 53, post the serial number and we can tell what you have. The 2 outlet's on clutch pedal side are hydro outlets, there is one on the opposite side as well the single outlet and the front outlet on opposite side lift together the rear outlet on clutch side is delayed for use with cultivators. The hydro is only power up they don have down pressure...
 
If the lever on the back of the governor moves through its full travel, with no linkage hooked to it, and the tractor does not speed up, the issue is possibly internal linkage to the carb, or the throttle shaft in the carb could be stuck. If the tractor does speed up and down, the mechanical linkage to the hand lever is to blame. Jim
 
About your throttle, you said you "took off the cover on the front" do you mean the govenor cover?It would be at the bottom left front of the engine near the fan. Two square corners top and bottom in front and round in the back. So above that there is angled cover with a tube coming off it. Is the linkage in there connected? If so the next thing I would check unfortunately is by removing the carb. Inside the aluminum tube that goes to the carb the linkage connects to the carb throttle shaft with a tang fitting into a notch. If this is out of position it will cause your problem, but also means it was assembled wrong. Pay close attention to its position as you pull the carb down an off the manifold studs. And likewise attention when reinstalling. This check only needs completed if the first senerio of Jim's test is found to be true.
 
Sorry for the bad pictures couldn't make it before sun went down....any way thank you for responding so quick, and i was thinking that my throttle problem was in carb so i will check that out when I get a chance.

And thanks for clearing that up about the hydraulics. Other than the obvious pipe fittings, does the tractor pump/ use hydraulic fluid Any where else in its system? Or is it only for those external pipe fittings?
