Regular Mag Timing

I am switching the Mag on my 27 Regular to a known good one ( I hope ) to see if my hard crank starting will get
better. So I have the book handy, I put the engine on TDC compression, and it says to rotate the coupling til the
distributor disc is pointing near #1 plug wire terminal and the points are just opening. Ok , all well and good, except
there isn't a position where the disc is near #1 AND the points are just starting to open. So whats wrong ? This is
with full retard and impulse coupler off as per the book.It is an E4A with manual impulse. Or is there a different way
?
 
BTW , on the unit I took off I CAN find the position where the points are just opening and the "rotor" points to #1 ...so I am confused as to what needs to be changed on the other one.
 
Forward or backward makes no difference...there isnt a spot where the rotor is in position AND the points are starting to open. I am wondering if I can unscrew the disc and move it?

You say its a known good one YOU HOPE, does that mean it came off a running tractor or makes spark on the bench? If it won't line up on number one with the points open it sounds like the mags internal timing is off.
