IH 684 PTO will not engage

I bought this tractor about 2 months ago. Running a bush hog was ok, but to engage the PTO was hard to get it engaged. This last week when I went to use it, I couldn't get the lever to engage at all. I thought maybe the sleeve that goes under the seat that takes the linkage to the left side was the problem but no. I disconnected the linkage on top of the valve and the linkages all move. I can't get the piston to move down in the valve body by pushing down on it. I'm new to the IH community as I moved up from the Ford 2N. Hi, if I read your post correctly the PTO control valve under the rubber boot on top of the MCV valve is stuck and will not move to engage PTO?
I am sure you have applied your favourite penetrating oil by now. Next try dead heading the remote hydraulic outlets. This will sometimes shock
the system enough to free stuck valves in the MCV valve.

I will try that tomorrow. I tried to attach a picture but it didn't post. The rubber boot has deteriorated on the top. The valve part sticking up looks chrome and shiny yet. Will try more penetrating oil. I still need to change the tranny oil and filter because the previous owner didn't remember when it was done. I wasn't sure on changing the oil before I get this working or if I would end up having to take the MVO assembly off and have to drain it again. Looks like I have to take it off to get the linkage/rollpin out of end of shaft to replace the rubber boot.
 
An update: I found an IPB online so I got brave and pulled the valve out of the MCV. It was hard to move at first like the o-ring was out of position, but it moves. Went back to the linkage and today it doesn't move. I'm guessing it's in the shaft assy in the crossover (Support Assy.) where it's routed under the seat going from the right side Control Lever to the left side to linkage to the MCV. Will work on it tomorrow to see what I have to do to pull the whole assy to take apart. Looks like the seat will have to come out as minimum and proceed from there. I got the IPTO Dust Control rubber boot ordered today to replace on the MCV.

You need to clean the cude off the top by the rod. then with a new boot it should protect it. The pistion may be hard to push down if the tractor is running. FOr the cross shaft assy. There are about 3 bolts on each side that go through from the fender(wheel side)then the four bolts under the seat. This will pull both the seat and the plate underneath it. Then there are 2 bolted that hold that shaft on. It should just need to be oiled up. Might take some heat and expand it some with that. Then oil.
 
An update, My buddy come over as I was taking bolts out of seat pan to remove. He had me operate the PTO to engage it and he found my problem! The PTO linkage was hitting on the shifter linkage and wasn't allowing me to engage it. One of those things, can't operate it and watch it at the same time. Put a wrench on the linkage to take the twist back out of it. It will still hit and hang up sometimes IF you have the shifter in Reverse or just off of Reverse in Neutral. Wish I would have taken a picture before I put the panels back on. I think if I can get a different wrench on it and twist the flat linkage in towards the transmission case, it would give it more clearance from the shifter and not be a problem at all. Anyhow, got the rubber boot replaced and it all put back together so I can get the bush hog back on it to knock the weeds and grass back from all the rain this summer in E. Iowa
