This has a reg.{not a relay}will not charge unless I push the flat bar points together and charges fine untill I shut it off and start the tractor again.

My thought is bad reg.?
 
Try running a piece of crocus cloth through both
contacts to clean them, followed by a piece of
cloth to remove residue.

Check the brushes also, they get grooves worn in
them & hang up in the holders.

I had similar trouble with the Cub generator/
regulator not picking up charge when first started,
& even though the brushes were plenty long, they
were grooved.
Replacing the brushes cured the problem.

Pull in voltage is the amount of difference between battery voltage and generator output voltage that causes the cutout relay to latch and connect to the battery. Once connected, the gen current holds it in place. the gen output gradually increases as the engine starts and comes up above idle. In my opinion the tab or screw that holds the "flat bar" from opening too far needs to be bent/screwed such that the bar is closer to the coils. How much?? Incrementally in thousandths of an inch. Not large amounts, because early latching can cause other issues including staying latched. Jim
 
The genny has to produce enough voltage higher then battery to latch the cutout relay in the first place and maybe its weak so she never pulls in?? However it can still be producing some energy and once you manually close the relay it can charge to some degree at least. Sure, the VR can be bad or needs adjusted, but don't bet your life the genny couldn't still be a part of the problem.

Once you latch it manually and it holds in, see what battery voltage does at high RPM. If the genny is good and strong battery voltage should rise to at least 6.5 up to around 7 volts subject to battery and RPM, but if it barely rises above 6.3 genny may be weak. HOWEVER if once latched at high RPM the ammeter shows good charge and voltage rises to near 7 volts THEN I SUSPECT THE VR or a poor VR ground.

Make sure the VR has a good ground!!!!!!!!! If its weak or resistive the relay may not pull in properly

Check brushes for wear and tightness against commutator and the commutator isn't all oiled or gunked up
