I just restored a F14 from 40 years in the woods and locked up,to running with a rebuilt motor. The manifold was refinished by welding some burnt out spots and looks like a professional job.The motor starts with a lot of choke,it ideals good with the choke closed and ideals fair with the choke open. When reved up the motor sputters a lot, including sparks coming out of the exhaust. When you close the choke the motor will rev and run good.I know this sounds like a carb, but do you think it could be a leaky manifold, any thoughts

Lean is for sure the issue. There can be internal cracks between the exhaust and intake causing un desires Exhaust gas recirculation. It is not detectable from the outside. If the carb is truly clean and the float level is correct, it should provide the right mixture with no choke. Use a propane torch, with the nozzle removed leaving only the valve and pipe, to provide extra fuel all around the manifold. Do this outside and with it running lean/rough. If it changes to running better, look at that spot. if internally cracked. one way to checke it is to remove the rocker shaft leaving all valves closed, then pressurize the exhaust pipe with 50 to 100 psi, and listen in the carb air horn/intake for hissing and feel for air all around the manifold. I did find a burned through manifold on one of my H's. It was before I got it running so I can't comment on the effect it had.

I had the muffler and the carb off and was looking up into the intake side and I could see a tiny speck of daylight. Hmmm
I took a screwdriver and poked at the spot and the hole became much bigger. Erosion from heat and perhaps a bit of core shift finally took it's toll. It was a gasoline manifold. I put a different manifold on.
