130 Carbureator/Governor Question

My 130 was leaking gas from the carburetor so we rebuilt it. After reinstalling the tractor runs but we have no throttle control at all. It runs at maximum RPM's and the only way to slow it down is with the choke.

It doesn't seem to matter how we adjust the carb so I'm thinking it may be a problem with the governor (?) Has anyone had a similar problem and if so how did you fix it?
 
Throttle linkage is out of whack. WWith engine off remove the pin in the clevis on the rod going to the carb. Now open throttle now adjust clevis so the pin goes back when holding carb all the way open making sure that rod doesent bind ect. Now your throttle assy is adjusted so start tractor and it should work OK if not you did something wwrong in the carb when you had it apart.
 
I will ask if you removed the throttle plate? if so could you have put it together with the shaft lever in the wrong orientation. Jim
 
Jim is probably on to something there. If
you had the throttle plate off, it might need
centering in the bore of the carb.
It needs to be able to completely close off
the bore to idle down.

Don't need to ask how I know.

We got it running today- the connection from the throttle plate to the governor linkage was hanging up on something. Must have bent it when we put it back on.
