Ih sliver diamond troubles

My sd220 will only idle at 500-600 rpm with about 1/4 choke no more no less. So I tried the idle screw and
nothing. I turned it all the way in and it still stayed at 500 rpm. It been like those since I bought it.
But the other day my starter quit and I took the manifold off to get to it easier. I reassembled and went
to start it and a quarter choke bumped the key and ran like a top. So set the rpm at 900rpm. Ran like this
for a week. I noticed it was low gas so I put 5 gallons in and put it away for the night. Next morning I
went to start it and it was back its old games. I cleaned the fuel filter thinking I stirred some dirt in
the tank, but was fine. I found vacuum leak but I tightened it some more it pretty much sealed, but still
leaks a tad but it better. But it still run 500rpm and rich. So what would be the cause?

Check the float for pinholes, make sure it is set to the correct height, and make sure the float valve and seat are clean and functioning properly. A miniscule speck of rust lodged between the float valve and seat is all that is needed to cause the issues you describe.
