Super H stuck valve

Went to get the SH out for a parade today and it had a bad miss. After checking plugs and wires I did a compression test. None on the #1 cylinder. I got the valve cover off and the first valve was stuck. Supposedly the engine had been overhauled just before I got it. Looks oily there so I didn't have time to check any further. Got another tractor out and went to the parade. Any ideas what could have happened? It was running great last time It ran about a month ago.
 
sinse you got the cover off you could go in throught the spark plug hole and try to push it back up. and tap lightly on the stem to see if it moves down. use lots of penetrating fluid also.just work it back and forth a bit at a time. it maybe due to a tight clearance in the valve guide. also add some 2 stroke oil to the gas to give it some lube till the guide wears in. no reason for a valve to stick on an overhauled engine other that a machinest mistake. when the engine heats up the clearance will decrease and could cause valve sticking. the you need about .0015 min.clearance on the stem to guide.
the other thing is could be carbon if engine was running cold.
 
You were right on the carbon idea. I got the spring off and worked it loose with Kroil. Surrised me that it would stick as tight as it was. I left the bonnet off hoping that it may get a little more lubrication there. I have a head gasket set that I thankfully did not have to use.
