I cant get the governor to work while driving the tractor. It will work by pulling the linkage by hand.it runs smooth until the governor needs to kick in. It will bog till it dies.
 
If the governor is controlling engine speed, not allowing it to overspeed, and increasing speed as you advance the throttle it is working, at least somewhat.

I'm gonna GUESS the "bogging" issue is caused by the engine not getting enough fuel to maintain speed/power as it's loaded, do to a restriction somewhere in fuel flow from the tank through the carburetor, to the engine.
 
It has a new carb on it. But if you leave the fuel on and it's not running, fuel runs out the bottom of the carb.
 
You will need to obtain a service or IT manual to get instructions to remove and disassemble the carburetor and adjust the float, after you determine the make and model number of the carburetor. If the carburetor is new (to you), contact the person or company you purchased it from and relate the problem.
