656 pto problem

Hello all. New to forums. They seem to be a good help w my vw so ill give it a shot on my hay tractor.
Other day i was bailing and pto just quit. I pulled the pump off and figured id flush the whole thing out and do a filter change since it was filthy and i have not done it since owning it. Anyways the tiny 1/16 pin was busted off. I got a pin. Cleaned the screen and pump out good, changed the seals on the brake pistons (both on all 3). Put it back together put springs in, used longer bolts like the I&T manual says to draw it in. I got it about half way in and the pto shaft no longer spins freely. I tighten the cover all the way, filled her up and the pto shaft spins w channel locks only. The accuator does nothing. I filled it a little more than full to make certian i was above the suction tube on the pump. Any ideas? Im very frustrated at this point...
 
I think the longer bolts need to be replaced with the original as it gets tighter. IIRC it should not turn when the PTO
lever is "OFF". I would re assemble it (blueribbon Manual may be better. Jim
 
I did replace the bolts with the factory ones. They are the four 1/2" ones with the tapered back that also hold the guard on. The free rotation on the pto shaft stops before the cover is mated w the pump housing. I dont believe the pump is creating any presure. Correct me if im wrong but the pump is mechaicaly held while disenguaged by the springs and brake pistons and hydraulicly driven by the pump releasing the 3 brake pistons.
 
That tractor has a internal pto splined drive shaft. Is it in place and pto into the splined coupler?
 
Thats pretty much my next step. I need to remove the pto pump unit and make sure. I am procrastinating on this because the drain plug of course is stripped out and im sure you know the only other drain method haha. You think im pretty much at that point tho huh...
