434 IH hydralic problem

This past few months ,when letting tractor sit for long periods of time not in use,the hydraulics wont work after startup .After some "fiddling" and sitting with the tractor running they started working and would work good ,till you shut it down, and then the next time when used the same thing will happen.not always ,,but sometimes.

Today it happened, and the hydraulics wont go up,or down.I have no 3PH movement ,no front end loader movement .I checked the fluid and its full.Would it be air,,or the pump going bad?
Or would the clutch need adjustment.

It,, 'the pump hydraulics" seemed to make a funny "whirring" noise depending which way the levers to the 3PH was set to...
also,i turned the adjustment valves under the seat but that made no difference.
Which way do i turn the adj under the seat? There is only open, and closed, and fast and slow.
Thank you.

UPDATE
I just tried the tractor again, started it up,didn,t touch any adj,and the front end loader bucket went up,and down..slow at first but working good, "for the time being"
go figure?? What could be wrong?
This will happen again, maybe not for a while but when you least expect it will.

Hi Glen, a few questions:
1)Is the tractor parked with the front wheels higher than than the rear, ie sloped to rear? Try parking with front wheels down.
2)Have you ever cleaned or changed hydraulic suction filter?
3)Does tractor have power steering and which type? The dual hydraulic pump type or the type with one hydraulic pump and splitter
valve on right side just under battery box?
4)How is loader valves connected? By diverting the high pressure line from hydraulic pump through the loader valves?

Valves by front of the seat:
1)The SHUT/OPEN, in SHUT position this diverts the 3pt lift hydraulic oil to the remote outlet if there is a remote outlet
installed. OPEN is normal to control 3pt lift.
2)SLOW/FAST, in the SLOW mode it reduces the lift speed of the 3pt hitch, FAST is normal.

The tractor is sitting pretty flat.Hydrauic oil changed a year ago, filter cleaned,,no dirt.no valve under battery, power steering "assist" i believe.valve position is "open".
I started it up after i posted, and the bucket raised ,slowly at first and then good.
Im going to let it sit tonight and try it tomorrow.
Thanks!

Glen, the power steering, does it have a power assist hydraulic cylinder on the left side controlled by the steering link
connected to the hydraulic cylinder? Is there two hydraulic pumps stacked one behind the other?
I am just trying to determine if it is a UK assembled tractor or a USA crate tractor assembled in the USA with different power
steering setup and Delco electrics.
