H front wheels turn 360 degrees

Just put the front wheels back on our h and you can turn them all the way around. I am aware this needs to be fixed, since it could cause the tractor to flip easy if you hit a pothole. Just not sure what needs to be done to solve this?
 
There is a special bolt with an extended top, that goes in one of the holes-I forget which one. It will allow about 90 degrees.
 
CNKS is correct. To find the slot that the special bolt rides in use a LED flashlight and get right up there at the flange where the lower bolster bolts to the upper bolster. With the wheels straight ahead, the slot will be in both directions from the correct one of the 4 bolts. It appears from the caseih parts store diagrams that it is the front right bolt part # 48964DA BOLT,Stop, 5/8" - 18 x 2 9/16"

You can save money and just weld a nut to the top of a bolt ,or screw a nut on under the head of the bolt you use. I did that on our H when that happened. Works fine has been there for several years now.
