574 won't turn over

purchased another 574 at a sale and can't seem to get it started.
installed new key switch, battery, starter

Checked connections and wiring, points, plugs

starter will spin when out of the tractor but will not spin the gear.

The gear will move by prying with a screw driver and I can turn the crank by pulling on the belts. I have the plugs out so there is no compression.

I took the starter off my other 574 which I know is working and it does the same thing. Starter turns but the engine is not turning or it is not engaging on the gear.
 

When I first tried to start the tractor it would turn over but the starter smoked so I just took it off and had it overhauled. The technician told me I had a bad ground because the brush wires were burned. (or something to that affect) a week ago

The battery cables look like they are off a big truck, as they are 1/2 diameter and I replaced the ground cable connector and cleaned the other end at the engine case where the cable connects.

I will try replacing the cables as I have already put 12 volt to solenoid as well as jumper to the ground. I also checked for continuity on both ground and power and got a beep.
 
Mite be stuck in two gears fasten the clutch down and try again if the engine turns you know its stuch in two gears.
 
If the ring gear has a totally bad spot, it will spin and do nothing. If the solenoid connects the electricity, but does
not move the drive pinion into mesh, it will do that. If the drive pinion can't reach the teeth on the Ring gear, it will
do that. Measurements from starter flange on starter to the drive gear when extended should be the same as or a bit more
than the measurement to the far side of the ring gear. (measure both tractors for differences!!)
A stripped pinion drive spline will also not spin the engine but look good. Jim

Sorry fellas, we had a light tornado at our farm last Tuesday and I have been busy doing other projects. I should get back to the 574 tonight or Wed. I have replaced both battery leads with new and replaced the key switch as it was not working well.

I will absolutely let everyone know how this gets resolved so hang with me.

You where correct, I replaced both the positive and negative cable and it turned the engine over.

Have not been able to get it started yet but I do have fire at the plugs and they are not wet with gas. Went into the carb and found it gummed up and needle valve was not moving. Does not seem to be getting gas.
