1951 M sputters and spits. Sometimes it is like someone shut the switch off. Other times its like it is flooding out. I have checked all the wiring and cleaned the fuel lines and carb. Anyone have any ideas? When I tap on the carb sometimes it helps, others it does not. If anyone can watch this video and give me some ideas I would appreciate it. Thanks DS

Check and make sure you have a good blue/white spark that will jump a 1/4 inch gap or more. At all 4 plug wires.
Next pull the carb drain plug and make sure you have a good steady flow of gas that will fill a pint jar in less then 3 minutes. An yes catch it so as to look for water and dirt etc.
Also when was the last time you cleaned out the oil bath cup of the air cleaner and refilled with oil?

after hearing your youtube thing it seems obvious to clean the carb, reset the float clean the screen at the carb and settling bowl

In line fuel filters are a problem form the get go on a tractor and cause problem like your having since most are made for fuel systems with fuel pumps and gravity flow systems do not have enough pressure to make them work. Take it off and throw it as far from the tractor as you can and do not put one back on. The sediment bowl if set up with the screen it more then enough

Its obvious that the filter has been on there for a little while, so I don't think that's the problem. It sounds exactly like the float is sticking. As soon as you tap on it, it drops allowing fuel to go into the carb. You may just need to squeeze the floats in just a tad, as they could be catching on the side of the carb.

If it ends up being the fuel line, and you get rid of the inline filter, and the problem persists: Remove the sediment bowl and check the very top inlet line of it, I've had that clogged by sediment, dead bugs, all sorts of debris.

Easy way to test the fuel line and filter: Take the line off the carburetor, and put it in a fuel jug. Turn on the gas. The flow should be solid and steady for at least 1 gallon with no stopping or dribbling.
