fuel shut off vaalve

On My M sediment bowl when I turn the fuel shutoff valve in it goes until lts tight 2 or so turns but will not stop the fuel flow. Will I have to drain the tank loosen the packing nut and unscrew the valve to see what is wrong?

Do you see trash in the sediment bowl?
Most of the times a small speck of dirt or a tiny sliver of trash gets lodge under the seat.
 
Mite ned to scew the handle out completely and refinish the ball end. They can get a mark on the ball end and not seat good when shut off ive done it a couple of times or just replace the whole sediment assy.
 
I just did a 300. It can get messy. I did it outside. I used a brass fitting with a hose barb that fits where the fuel line comes out of the sediment bowl to go to the carb. I used a 4' piece of fuel line to drain the gas into a 5 gallon can. The new sediment bowl rubber gasket leaked and I replaced it with a homemade cork one. Good luck....
