Farmall 460 - clutch - PTO question

I was working up a piece of ground for a garden this past Saturday with a 3PT tiller. Sometimes when I wanted to stop and pushed in the clutch, the tractor keep going. I had to turn off the PTO to stop. Why? I had never seen this happen before. What could be wrong? It did it several,times. Please help? How can if fix this?
 
roto tiller will push a tractor as long as it is turning in the ground. It can actually increase the speed of travel in exciting ways. The use of a TA in the smaller manual TA Farmalls can also get out of control due to the one way clutch allowing free wheeling forward.
Lifting the roto tiller out of the ground at the end of the field solves the issue. Jim
