steering gear box on a H

I've got the parts out of the steering gear box on my H and I'm a bit confused. The parts book (not a very good picture) shows a felt seal and something holding it down. I have the sector gear out and there isn't anything between the gear and the top of the bushing. I did find a small plastic looking ring with a band around it like an oil seal has but its not a regular seal. My question is what parts should I have for a rebuild. I have the new bushing for the shaft going to the wheels but that's it. What seals the oil around it.
 
It is #35 in the picture .That is your oil seal. Should be one of these numbers 42183DA subs 3894 or the original numbers 358766R91 or 358880R91 .
 
There is a seal located up inside the bolster that the shaft goes through. The felt that you have goes to the lower side of the bolster and held in place by a retainer ring.
