IH574 D239 injection pump timing

The 1976 IH574 with a D239 engine stopped running. The previous owner suggested getting the injection pump rebuilt when I bought the tractor. I scribed marks on the injection pump, removed it, and took it in to a diesel shop to have it rebuilt. The diesel shop owner told me to forget the scribe marks and bring the number one cylinder to 14 degrees BTDC and line up the mark in the ip window. The problem I have is that there is no marks on the pulley to tell me where 14 degrees btdc. So, what I did was line up the 1 mark on the injection pump gear at 9 o'clock, #4 mark is at about 7 o'clock. Then I lined up the mark on the ip window. I had to remove the 3 screws in order to do this. I also removed the #1 injector and confirmed the piston was approaching TDC. It wont start. I bled all the air out and confirmed diesel to the injectors. How do I know if I am on compression stroke when I see the gears on the timing pump go from 1 to 4 when turning the engine over by hand? Any ideas how far off I am off to time this motor?

That's why the internal pump mark should have been aligned first. On my Hydro 84 the pulley marks are there, but very faint to see. You might verify the TDC pulley mark with the # one coming up on compression, then use a long thin rod on top of the piston. If you can find TDC then the 14 degree mark will be to the right of it looking at the pulley front. Don't worry about the gear marks, get the engine and the pump marks where they need to be, and reset the gear hub bolts as needed. The same pump drive gear is used on 3, 4, and 6 cylinder engines, and that can add to the confusion. You would have been better off to just put the pump back on with the shaft key for alignment, since the gear hub has been taken loose now you must start over.
 
I know where TDC is as I placed a long soda straw on top of the piston, and I made a mark on the pulley. I know 14 degrees s/b to the right of TDC but I have no idea how far to the right. When at TDC pump gear is at mark 4. The injection pump is a Bosch EPVA4. Any idea how far to the right I should go for 14 degrees BTDC on the pulley? In inches?
 
Hi, did you scribe marks well enough that you can return the IP drive hub to its original place? Then if engine will not start then the IP is 180 degrees out of time. Now scribe and remove the 3 hub screws and turn the hub 1 rev in the direction of normal rotation and re-install screws with scribed lines aligned. This IP only turns at one half the speed of engine RPM so therefore it can be 180 degrees out of time just by re-installing it using the same scribed lines.
Sometimes those German Diesel will start with IP being a long way out of time but will run like crap and smoke a lot.

I can do it this way. I have my original marking on the pump gear, was at 4 and the key way was at 11 o'clock on ip. Then, if it doesn't start, I'll turn it one more complete revolution.
I was just trying to do it the way the diesel shop owner told me to do it.

Great News, I got the engine timed, and it is running the best ever. At first, I tried to go 1 1/16 inches to the right of TDC on the pulley, after removing the 3 screws, but for some reason I could not get the pump lined up in the window. Then I had doubts if I was truly at TDC on the pulley. So then, I decided to line up everything as I originally scribed. I put the pump gear on #4 and after removing the 3 screws, I put the keyway slot at 11 o'clock and buttoned everything up. Started the engine, and presto, ran really really good. I'm so happy.
