H/M Head question...bushed holes

I'm fixing some of my tractors that I have acquired over the years. one of the heads needs welded and the crack is near a bushed hole in the very center of the head. there are two other holes that are bushed about a third of the way from each end of the head on the opposite side. it is the same way on all of the heads I have removed including a head off from a 300 utility. what is the purpose of the bushings? why aren't they just drilled holes like the rest of the holes

Yes , they do go through the water jacket completely from top to bottom of the head. I'm just wondering why just three of he many head bolt holes are bushed. Is it a manufacturing issue? It seems to serve no purpose other than on these three holes there is a gap between the top and bottom of the head inside the water jacket if you look through another hole nearby...you can see the middle of the bushing exposed. A busing would keep the casting from compressing while torqueing the head down. Why didn't they just cast a solid pillar inside like the other holes?
