I think this is used to adjust the timing. How did this get broken.

Looks like maybe the bolts worked loose, probably one got caught against the mag body or base on the way out.

By the way it looks to me the mag was seized up and some one tried to pull the tractor to free it up, probably thought the engine was stuck or they both were stuck, either way it took some serious pressure to blow it out like that.
 
My guess is that the bolts on the bottom of the mag that hold the mag in place worked loose and fell out!
 
wow, I have never seen one fail like that. I cannot say for sure, but I agree with 36F30. Looks like the mag was seized and someone pulled the tractor or it seized while running. I can tell you that I am working on a Farmall Cub right now, that the impulse failed and seized. destroyed the cam gear..........as in totally scattered it. I fixed the mag, and am now tearing the front end apart to replace the cam gear........................
 
also, it could have been a bolt working it's way out, but I would have expected to see scraping and damage to the face of the dust cover on the governor side. you will notice that the dirt and grease are still somewhat un-touched/disturbed. I could be wrong on that, but just an observation.
