300 utility PTO

I have a 300 utility with transmission driven pto and no T/A. The clutch has been replaced and adjusted to specs. The pto shaft spins but not to engine rpm. In other words, it does not spin at the 540 rpm at the rated rpm and will not drive my bushog. I have removed the pto shaft from the rear of the tractor, there is no visible damage, broke shaft, sheared teeth. My conclusion now is the transmission.
What in the transmission needs to be replaced. The tractor moves in all forward and reverse gear. No unusual noises.
With the pto engaged, engine off, it can be turned by hand overcoming a slight drag. Feels like a slipping
clutch. Pictures in the manual shows no clutch in the transmission just constant mesh gears.
 
From what I remember the splined shaft in the countershaft driving the PTO is just a short stub shaft fit into the countershaft with a pin to keep it turning with the countershaft along with the press fit. See if the pin is broke or come out. That information is if the tractor didn't come with a t/a originally.
 
Hi, IIRC the 300U has a PTO "Seasonal" lever under the transmission/torque tube. It is a lever with two bolt holes in it, in one
position the PTO is disconnected and the other is PTO connected. This was to make for easier starting in cold climates. I don't
remember if this option was only on tractors with IPTO only. I am sure someone will remember.

Top is going to need off the transmission. Pretty sure the counter shaft will have to come out. May be a chance you can see pin hole just to front of wall the PTO shaft is to rear of. Stub is pressed in so there's a chance the countershaft or stub shaft broke at the pin hole. But if the countershaft broke that would be in front of rear bearing from what I remember, so that would affect the driving gears. So don't think that happened.
Your PTO drive works like a H or M. Constant mesh gears turn the countershaft and the end of countershaft with splined stub drives the PTO. If all gears work there's just a short distance from the rear transmission gear to stub.
Center housing is dry on your tractor. You can split at rear of center housing. Make sure you remove one bolt above the plate on bottom of center housing. Drain transmission if you are going to remove PTO and then the countershaft.
Happened to think you could check for enough room up inside that bottom plate I mentioned. Can't remember if there's a chance of getting the bearing retainer and nut on front of countershaft off through the hole. If possible and the shaft splines will slide through the countershaft gears fairly easy you may be able to slide it out the rear without splitting. Clutch and brake shaft will need pushed to one side before shaft comes out. No guarantee on doing it that way, just something it wouldn't hurt to check.
 
Thanks for the good info. Now I have an idea what to look for. There is no grinding, tractor moves in all forward gears and reverse. Even looked for metal fragments draining the oil, found none. Had a local tractor shop take a look at it said it was the clutch. Replaced the clutch still do not have pto. Brought it home decided to fix it myself.
 
are you sure your throttle linkage is ok? Sounds like you might not be running full speed. On my 350u the PO had the linkage
adjusted wrong and it only ran about 3/4 throttle.
 
Transmission driven pto without t/a turns 541 RPM at 1650 engine RPM. IPTO turns 540 at just over 1750 RPM. Said with engine off and pto engaged he can turn shaft. Something wrong other than RPM.
