backlash on Super C belt pulley

I am installing a belt pulley on my Super C. I do not have the large shims plates that go with it, just trying to use gasket material. Installed and started up and it screams. Turns fine by hand. several questions:

1. How do I set the backlash properly? (read should be .004 - .006)?

2. Is the screaming or growling due to improper backlash?

Any advice is appreciated.
 
AS to a "rough and dirty" idea of basic backlash, rock the pulley forward and reverse and feel/hear the teeth clacking against each other each way.

.004" to .006" isn't much, but you should be able to "feel" it... at least a TINY bit of free movement vs. an obvious LOT of movement or NO movement/binding.

Beyond that, have the gears always been run together as a set?

If they have NOT been run together, (one has been replaced) or the main gear for some reason is in a slightly different place, the old wear patterns will not match, and even though the backlash may be pretty close, the gear set will still make noise.
