Farmal M starter motor tries turning.

On our Farmal M I took off the starter motor and tested it it worked than I put it back on it wouldn't start took it back off and removed the inspection cover it slowly tries turning in their. this is a 12 volt starter.thanks

Might be badly worn bushing, letting the armature rub an the fields, could be a bad field coil, and on the tractor, you might not be getting a good ground or pos connection.
 
Use jumper cables while starter is on tractor to bypass wiring on
tractor. Go from to starter and ground on starter of starts tractor
wiring or cable problem or use meter to look for voltage drop
 
The starter (original) on a M has an inspection band. It has an end frame with a bearing (bushing) to hold the shaft in place on that end. If the starter is tested on the bench or floor, it will usually spin well because it is not under load. The tests follow:
Check the battery voltage if it is 12volt, it has been modified unless it is a diesel. All gas Ms came 6v. if 12v, it should read 12.6 volts not running, ignition off if fully charged. If 6v, it is 6.3v.
Put the volt meter across the battery as above, then watch it while trying to crank. If it goes below 10.5 volts, the battery might be suspect.
feel carefully for heat on each connection from the battery to the switch and then to the starter. Feel the wires as well. If they are warm at all just after starting the test above. that component is loose corroded, or bad.
Turn on the lights. try to start it. if the lights dim way down, again it is possible battery issue, or a real starter problem.
If comfortable taking the starter apart, look for rubbing marks on the outside of the armature. This (if found) is proof that the bushings are bad. Jim
