3388 fuel primer pump leaking and TA prob

Hi. I'm trying to repair the fuel primer pump that is attached to the main fuel pump on a IH 3388 tractor. I have unscrewed the body of the primer
pump from the injection pump but need to remove the plunger/cup from the body. Does the handle unscrew - it does have a small hole on one
side of it?
Another issue I have with the tractor is the TA is not working, when you work the handle nothing happens, it doesn't freewheel just stays in low.
It could be adjustment but looking at where it he linkage enters the transmission it looks to be moving to the full extent. Any ideas?

Pull the primer knob out, then clamp the shaft in a vise. Now the knob can be unscrewed from the shaft. Push the shaft plunger out of the tube so the plunger seal can be replaced. Also replace the O ring on the tube top while apart.
