Over the past year I have been working on "reviving" a 450 lp. It's now running and all back together but need a little help with the pto.

With the lever forward and engine running the pto runs all the time. When I pull the lever back then engine does load up some but the pto never stops spinning.

I assume with the pto lever forward that would be on the "on" position. If that is correct what would need to be adjusted to get it turned off?

It does have the IPTO but it is NOT the 560 style.
 
Forward is OFF, back in ON. As the lever moves forward you apply
a brake. Sounds like your clutch & brake both need adjustment by
the book.
 
Do you have a small tin cover near the handle latch?
Under that cover are 2 adjustment screws with 3/4" wrench size lock nuts.
With engine off, place handle in neutral position (half way between off & on--look at latch) then loosen lock nuts and turn adjusting screws in equally until snug. Back out 1-1 1/2 turns and lock the nuts. This compensates for band wear internally. Your bands may be needing replacement.
This works for 400, 450, & 560 style IPTO. No internal differences that I know about.
560 has different outer seal housing and different lever arrangement. I just had mine apart recently.
 
Assuming it is like the 400 Farmall, forward/down and locked is off (and applies the PTO brake) back/up and locked is running. So
There are two issues, one is whether someone tightened up the drive band (front band IIRC) and causing it to drive continually, or
if it is shreaded internally. Jim
 

Quick update. I adjusted the bands by the book. Conclusion is that it is in need of an overhaul. With the lever in between off and on I can push it forward to turn it off and I now can feel the resistance of the brake, but all it does is load the engine, but the PTO doesn't stop. Pull it back to the on position and all it does is load the engine. Return the lever to the in between position, no load on the engine and pto spinning.

One thing extra I noticed is when I pull the lever all the way back or push it all the way forward and get the engine loaded up that hydraulic fluid will flow out the breather cap on the pto.

I'll just add that to the list of items to be repaired.
