Super C Governor Bearings

I need to rebuild my SC governor. I have it apart and the old needle bearings are rusted and don't look like they have actually turned in a long time. The output shaft has gouges where the bearings rode. Surprisingly the tractor ran pretty well you just had to move the throttle lever over half way to get it off idle. It was also hard to set a midpoint speed. Pretty much idle or 3/4 speed and up where the choices. I am wondering if using bronze oil light bushings instead a needle bearings would be a better choice. Moisture seems to accumulate in the governor housing and cause the bearings to rust. Bronze wouldn't rust. Anybody tried this?
 
The bearing is part number CAS 43481D. I paid $30.30 at my local dealer. If you want to make it come alive, replace the spring from a 504. Part number is CAS 369686R2. Price is $8.47. I had the gasket for mine out of the overhaul kit, so I didn't need to buy one. When I got mine back together, I took the screw plug out on the side and put oil in it from an oil can. Still do that once a year.
 
to your original question, yes, in a pinch I've used stacked machine bushings to replace the thrust bearing.....until I could get a new one.
I had the thickness of a new factory thrust bearing written down
somewhere, but I can't find it for you.
Don't forget the shaft end plunger, most are stuck.
and the little anti-surge spring on the bottom....usually stuck/gone.
