Farmall Super MTA Diesel

I'm having trouble with my super mta diesel, it starts on gas and switches over no problem but will only run at a very high idle. I've tried countless times to bleed the system, by the manual. I've fixed two of the fuel lines at the solder on the ends with the brass nuts and ferrel sleeves, i changed the fuel filters and cleaned out and changed the gaskets, both these spots had small fuel leakage. I don't know where to go next. Any advice would be appreciated.
Thanks

The rack is inside injection pump, if you remove the oil fill plate, you can look into the pump, move the throttle lever on the pump and look inside to see if you see movement inside, you can also remove the side cover and do same thing. The rack is what open the plunger, which feeds fuel to the injectors. There is a nut on the end of the rack if your looking into the oil fill hole, this is the adjustment for more or less fuel. It should move back and forth when moving the throttle lever.
