If it's a gas engine pull the sparkplugs and squirt engine oil into all the cylinders. Jack up one of rear tires, put the tranny into the highest gear and rock what wheel to see if the engine is stuck. You can prelube that engine if you have a pressure vessel and can plumb into the oil gallery. If there's no pressure gauge I would install one. If it has points I would rub them with some 320 wet or dry until shiny. Check the engine oil for water or antifreeze. Put in some fresh gas. Install a fully charged battery. Use a volt meter set on dc volts and with the points open and the ignition switch on you should have battery voltage on both small terminals on the coil.
