9N 6volt Front mount Dist, single wire Generator won't Charg

I have went through every thing in my six volt electrical system replaced the voltage regulator, took apart the 3 brush single wire Generator checked the wiring harness against JMOR,s diagram all connections are clean bright and tight cleaned all contacts and armature cleaned brushes checked for continuity on armature and all appears to be correct but still not charging.polerized generator and still no charge?
Amp meter will show a discharge when lights are turned on but will not read any positive readings above zero
What am I missing?
