Thanks for the remedies and reasons for the D2 problems. Talked to the seller of the Cat and he said there was an additional symptom. The clutch was also frozen. Could this add to the equation of why things are not moving?
Any help is appreciated!

that could definitely add to the equation!--also cat d2's are known to have an affinity to having their steering clutches frozen up! that's a major undertaking in itself as the final drives have to come off.
