350C Brake Pedal

The brake return spring on my 350C will not pull the pedal back. I am guessing that the pedal is rusted to the shaft and needs cleaning up. Does anyone have any suggestions on how to do this. There is a snap ring on the end of the shaft holding a washer up against the pedal. I can"t seem to get thissnap ring off, and i"m not sure how to get at to cut it. I would appreciate hearing from anyone with experience with this.
 
Recently , I've run into several 350's with stuck pivots..Pedals , cross-shafts that go thru the back of the reverser housing..All I can tell you is to use good penetrating oil and a bunch of elbow grease to work the joints loose..One oil I've tried lately and had some good luck with is Sea-Foam Creeper..Seems to work well..PB Blaster is good too..
