1983 Ford 555 help needed identifying missing part

I purchased a Ford 555 and am in the process of changing all fluids and filters. In doing so I found a bolt that has been twisted off on the front frame. There has been something there and I have no idea what and am hoping someone can tell me what has been there from the pictures.

Just the same as what's in the other holes. A square block w/bolt and washer(s).

Just a guess... but I'd wager that it had a front counterweight that got removed. I WOULD make a point of finding the appropriate spacers and getting that frame rail properly bolted to the front bolster tho. That not good...

If its a backhoe it should have a counterweight on the front. I can't imagine why someone would remove it, but I recommend replacing it.
