Power Steering Problem on Ford 555 Backhoe

I have hardly any power steering on my Ford 555 backhoe. Fluid level is fine. It does leak some out of the air vent on top of the pump. I plan first to change the filter in the pump and see if that makes a difference. Other than that I need your help and advice. Thanks
 
If your steering has gone very heavy it means the pump is not working correctly, if you can spin the steering wheel around without it moving the wheels there is a problem in the orbital valve, the fluid coming out the breather sounds like a pump issue,ie relief valve stuck open causing the fluid to foam, take off the reservoir housing to gain access to the filter, with the filter out of the way you will see on the back end of the pump the relief valve, undo the cap screw and take the valve out, check the spring, see the valve is not stuck or any o"ring on the body of the valve blown,with valve clean and all seals good put it back, fit a new filter (Napa FIL 1323) fill with fluid and see how it goes.

No just take the canister off that you put the fluid in, as you would do to change the filter,there is a single bolt through the centre of it from the back.

I"m stuck now because I can"t remember what"s on there,the filter is a service item and you should be able to change it fairly easy,the parts book I have only shows the one long bolt holding the canister,the return hydraulic line is attached to it as well.

I took apart the power steering pump on my 555c, but i forgot what way the bearing block (#2 on the break down) went. Does the cut out side face up towards the filter or does it face down towards the gears?
